Black drivers are 3.7 times more likely to be stopped by Cleveland police, federal monitor says

CLEVELAND, Ohio — Black drivers in Cleveland were three times more likely to be stopped by police than their white counterparts last year, according to a new report from a team that monitors Cleveland police’s progress on court-ordered reforms.

The report, by interim monitor Christine Cole, says Cleveland police have improved policies and procedures for traffic stops, but racial disparities persist.

The monitoring team stopped short of attributing the disparities to intentional bias but called for city officials to further study the findings.

“While the [department] has made progress in articulating legal justification for stops and improving training, the journey toward equitable policing is incomplete,” Cole wrote in the 82-page report.
