The Driver and Vehicle Standards Agency (DVSA) has released updated guidance for learner drivers. According to the GOV.UK announcement, updated on December 9, 2025, these changes apply only to car driving tests and do not affect other test categories . ‌

While no exact date has been set, the new rules for booking and managing car driving tests are expected to take effect in spring 2026. These updates will apply in England, Scotland and Wales . ‌

Under the new system, learner drivers will be required to book their own driving test, meaning driving instructors will no longer be able to do this on their behalf. Additionally, learners will be limited to making only two amendments to their test appointment. ‌
