Meowstic will appear as part of the Hyperspace Lumiose Survey No. 4 Mission. You'll unlock it by default by playing through the Mega Dimension campaign , and earning enough research points to take it on. Head to the mission objective, enter the Mega Arena, and be prepared to take on Meowstic (with some assistance from your pals at Team MZ)
