Bonneville County Prosecutor Randy Neal announced Thursday afternoon that his office will not go forward with a charge of second-degree kidnapping against a 24-year-old BYU-Idaho student, who was arrested last month for briefly kidnapping a 4-week-old infant from Costco in Idaho Falls.

Michael Garrison Raine was arrested for stealing a shopping cart with the baby inside her car seat in the deep part of the cart, according to court records.
