Mayor-elect Sean Ryan has made at least one thing clear about his plans to lead Buffalo as he prepares to take office Jan. 1: He wants the city to borrow money to fund many infrastructure projects that had been put off during former Mayor Byron Brown's 19 years in City Hall.
