EAST CLEVELAND, Ohio — Mayor Lateek R. Shabazz announced the immediate termination of Sergeant Todd Carroscia from the East Cleveland Police Department, citing extensive misconduct and unlawful service spanning nearly two decades.
According to a press release, Carroscia’s dismissal is based on multiple grounds, including:
Fraud and Falsification: Alleged misuse of FMLA leave, false injury claims, and insubordination. The City asserts Carroscia filed fraudulent medical documentation and resisted mandatory fitness-for-duty evaluations.
Unlawful Appointment: Records show Carroscia was lawfully terminated during probation in 2008 after a reckless crash that cost the City $12 million. His 2011 reinstatement by arbitration violated Ohio’s civil service laws and constitutional provisions.
