Councils are under increasing pressure to protect domestic abuse survivors inside their homes amid fears that arson is becoming a weapon of choice for perpetrators, a new report warns.

In unprecedented research into the workings of the ‘Sanctuary Scheme’ – an initiative in England and Wales designed to safeguard survivors’ own properties – 60% of the councils surveyed said they had the necessary resources to deliver the scheme to a “great or moderate extent”.

Nearly 80% said they were offering fireproof letterboxes to protect survivors against the risk of arson, according to the findings first seen by Channel 4 News.
