On June 4, the day this issue comes out, the newly formed Consolidated Water District likely will be given its final approval by LAFCO’s Commissioners. For better or worse, Consolidated Water District will now be a permanent player in Tulare County’s water community.

The election last month looked like a slam dunk. All it needed was a simple majority to pass, but the Consolidated Water District election was won by a whopping 89 percent of votes returned. Of course, only a third of the possible votes actually came in. Two-thirds of the possible votes just stayed home on the kitchen table or the office desk. That got me thinking it was time to do some math.
