State Rep. Jolanda Jones (D-Houston) declared Thursday that she is a candidate in the special election for Texas' 18th Congressional District , left vacant since the death of Democratic U.S. Rep. Sylvester Turner in March. That greatly increases the likelihood that no candidate will achieve an outright majority of the vote on Nov. 4, which would force a December special election.
