BANGOR, Maine — Bangor city councilors voted Monday to censure Councilor Joseph Leonard for remarks he made earlier this year about the city’s former finance director.

Leonard came under scrutiny after a May budget workshop where he accused then-finance director David Little of lying and misusing city resources. Little resigned shortly afterward, and an investigation found Leonard’s claims were baseless.

Leonard later apologized, but on Monday, councilors voted to censure him, citing violations of the city’s code of ethics. According to the council agenda, his comments deprived the employee of confidentiality protections under state law and exceeded his authority as a councilor.
