COLCHESTER, CT (WFSB) - A constable was justified in shooting a man in the chest, killing him, in Colchester in April 2024, according to the Office of the Inspector General.

Inspector General Elliot Prescott released on Wednesday his office’s final report on the death of Jared Billard.

Billard was shot by Colchester constable Kiruluss Wassef on April 18, 2024.

On that date, Prescott said Connecticut State Police received a telephone complaint about a landlord dispute at 759 Norwich Ave. in Colchester.

State police sent three constables to the address to investigate, including constables Bryan Kowalsky, John Zavalick and Wassef.

“Police determined the complainant was a tenant of the property and that the landlord was Billard,” Prescott said in the report
