ST. CLEMENTS – Local advocate Ken Drysdale returned to council chambers Tuesday afternoon with an urgent request: Pass a resolution to withdraw from the Winnipeg Metropolitan Region (WMR) before a limited opt-out window closes in 2026.
Drysdale, a professional engineer and member of the grassroots group Manitoba Stronger Together, argued that the regional body’s Plan20-50 and its governance structure are “fatally flawed” and risk undermining St. Clements’ autonomy.

“This is about local control, transparency, and protecting our community’s rights,” Drysdale told council. “There’s no downside to exiting now, you can always rejoin later, but if you wait, you may lose the guaranteed right to leave.”
