HOMEWOOD, Ala. —

Homewood City Councilor Jennifer Andress will take over as mayor under a new kind of government. Andress won the historic election Tuesday. That's when, for the first time, residents voted in races that represent the city's new form of government. Last year, voters approved a council-manager government. This dropped the number of wards from five to four. And, when the elected officials take office in November, the city will have four councilors instead of 11 and a mayor who will also be the council president and will be able to vote on issues.

Andress is not new to Homewood city government. She's in her second term on the council and will soon be sworn in as mayor. And she plans to hit the ground running. She wants to focus on several projects, like the future of the Bro
