A city police officer’s resignation has short-circuited an investigation into his sending improper sexually charged text messages, frustrating the woman who’d lodged a complaint.

Sgt. David Keagan, a 22-year member of the Calgary Police Service , quit the force earlier this month amid a second investigation into his conduct with a woman he’d been assigned to help.

A provision of the province’s police act means that CPS loses jurisdiction of the case, effectively ending the investigation and the chance of tougher penalties, with the possibility the officer could be hired by another police service.
