Officials in Greeley and Windsor have agreed to mediation in September to try to resolve a dispute about wastewater infrastructure, according to a “stipulated plan regarding settlement” filed recently in Weld District Court.
No formal date has been set for the mediation; the filing says “September 2025.” A mediator is expected to come from the Judicial Arbiter Group, a private firm of former trial and appellate judges, which has offices in Denver, according to the court filing.
The Greeley City Council in April voted to authorize the city attorney’s office to bring legal action against the neighboring community of Windsor, claiming that the smaller community has ignored a 17-year-old intergovernmental agreement on infrastructure.
The IGA requires Windsor to share some of its wastewater-
