STOCKTON, Calif. —

San Joaquin County is celebrating the first anniversary of the Standing Together Against All Regional Theft (STAART) app Thursday with the STAART Evolution & Prop 36 Conference, a half-day forum focused on strengthening public safety and combating retail theft across the county.

Launched last year by the Greater Stockton Chamber of Commerce, the STAART app empowers residents and business owners to take a proactive role in public safety by securely submitting real-time evidence of crimes.

Users can upload videos, photos, and descriptions of suspected retail theft and other incidents, which the platform routes to merchants or law enforcement for review and potential action.
