CHARLEROI, Pa. —
A private contractor who was hired to fix a sewage line prior to a collapse that trapped a worker did not obtain necessary permits for the project, according to PennDOT and the Charleroi borough manager.

According to borough manager Joe Manning, the contractor hired by Davies Ford did not file a permit for the sidewalk which was required.
A spokesperson for PennDOT, which owns McKean Avenue, said in a statement, "It was confirmed that the work at this location is being conducted by the property owner. This work is being completed without a Highway Occupancy Permit (HOP)."
