In August of 2005, Phil Boggan and the two families staying with him at the time were relieved when Hurricane Katrina passed over Louisiana, causing less damage than expected. Then the levees broke.
Boggan lived in Baton Rouge at the time and worked for the state of Louisiana as the director of its Main Street Program.
