CHARLOTTE, N.C. — Charlotte Area Transit System leaders are promising sweeping changes to safety and security across the system, weeks after a Ukrainian woman was stabbed to death on a Blue Line train in South End.

So far this year, at least 40 incidents have taken place on or within the Charlotte Area Transit System (CATS).

Iryna Zarutska, the latest victim, was killed in a stabbing on the LYNX Blue Line train in South End. It's left not only members in the community more cautious, but advocates looking to city leaders and the judicial system for answers.

Transit leaders say the suspect, Decarlos Brown, did not have a valid ticket to be on the Blue Line train the night of the deadly stabbing. CATS officials added that there were no clear warning signs Brown was about to lash out before
