President Trump urged European leaders to cease buying Russian oil during a call on Thursday. He emphasized that halting these purchases is crucial to undermining Russia's war efforts in Ukraine. The call included Ukrainian President Volodymyr Zelensky and leaders from the “Coalition of the Willing,” a group of over 30 nations committed to supporting Ukraine and establishing security guarantees.
During the meeting, Trump highlighted that Russia received approximately €1.1 billion from the European Union in fuel sales over the past year. He stated, "Europe must stop purchasing Russian oil that is funding the war." Additionally, he called on European leaders to increase economic pressure on China for its role in financing Russia's military actions.
French President Emmanuel Macron acknowledged the need for a comprehensive approach to Ukraine's security. He mentioned that strengthening Ukraine's armed forces and deploying European troops are essential components of the security guarantees. Macron stated, "In the coming days we will finalize the American support for these security guarantees."
The discussions reflect the ongoing challenges in resolving the conflict in Ukraine. Trump has expressed frustration over the slow progress in peace negotiations since his summit with Russian President Vladimir Putin. Administration officials indicated that Trump is considering how personally involved he should be in facilitating talks between Russian and Ukrainian leaders.
The White House official noted that Trump reiterated the importance of stopping Russian oil purchases and applying economic pressure on China. The official did not provide details on what security guarantees the U.S. might offer Ukraine if a peace agreement is reached with Russia. Trump had previously indicated a willingness to participate in post-war security arrangements for Ukraine after meeting with Zelensky and European leaders at the White House.
While the U.S. has signaled a limited role in providing security guarantees, discussions have included the possibility of U.S. pilots conducting air support missions. However, Trump has ruled out deploying ground troops.
Zelensky mentioned that discussions about enhancing Ukraine's air defenses are ongoing. He also referred to a “new format” for cooperation with partners, which was shared during the meeting.
Trump has previously warned of “severe consequences” for Putin if the war continues, but he is cautious that aggressive actions could disrupt negotiations. He has targeted countries that continue to purchase Russian goods as a strategy to pressure Putin.
When asked about potential sanctions on nations doing business with Russia, Trump pointed to his previous actions, including raising tariffs on India for importing Russian oil.
Zelensky echoed the need to increase pressure on Moscow and countries trading with Russia. He stated, "The Russian economy is pressured, and all the countries who trade with Russia are pressured, and we will continue with this."
Zelensky also dismissed Putin's recent invitation for a meeting in Moscow, suggesting that such an invitation is a tactic to avoid genuine dialogue. He remarked, "If someone wants the meeting to not take place, they should invite me to Moscow."
The ongoing discussions among world leaders highlight the complexities of the situation in Ukraine and the international community's efforts to address the conflict.
