Gilbert’s highest-paid municipal employees earn less than their counterparts in Phoenix, Glendale, Scottsdale and Tempe but still rank near the upper tier of Valley government pay, a comparison of data from the cities shows.

An analysis of fiscal year 2024-25 municipal salary data shows Gilbert’s executive compensation is competitive within the East Valley but falls short of the pay levels seen in the region’s largest cities.
