HARRIS COUNTY, Texas – The manager of a Harris County cosmetic product manufacturer has been charged after accusations he dumped a large amount of a foul-smelling coconut oil product into a local bayou.

Bin Liang, 51, allegedly told investigators with the Harris County Pct. 1 Constable’s Office that the product was fed into the stream in April because it was a “bad batch”. Authorities say Liang is the manager at Immacule Lab Corp.
