Changes to early release process in Delaware prisons spur hope

Thirty-five years ago Delaware abolished parole, getting rid of a primary route people in prison could use to show state officials they've done the work of rehabilitation and can be granted a second chance at life outside prison walls.

This occurred during the heyday of the "tough on crime era" and since then, the remaining legal processes that acknowledge the moral concept of redemption have seen only a trickle of people released on such grounds each year.
