SACRAMENTO, California — In a coordinated effort by multiple law enforcement agencies, three individuals have been arrested for their involvement in a COVID-19 fraud scheme targeting the California Employment Development Department (EDD), U.S. Attorney Eric Grant announced.
Yolanda Butler, a 49-year-old, was apprehended in Oklahoma, while her 28-year-old son, Legerrius Holt, was taken into custody in Colorado. Both are formerly from Stockton, California. The third suspect, 33-year-old Quamaine Massey, formerly of North Carolina, was arrested in Ohio. A federal grand jury returned a four-count indictment on August 7, 2025, charging the defendants with mail fraud, with Butler and Holt also facing charges of aggravated identity theft.
