MEMPHIS, Tenn. -- Customers of the Holly Springs Utility Department (HSUD) voiced their concerns at a town hall meeting Tuesday night.

The first for new Mayor Charles Terry and a breath of fresh air for those in attendance.

"In the last administration, there was not one Town Hall meeting; there was no transparency. So this to me is a positive. It's a very, it's a big plus," said Lisa McCarter, a Holly Springs resident.

And on the same day, the Mississippi Public Service Commission announced it would start fining the city $12,500 each day the utility fails to provide reasonable and adequate service to its electric customers.

"We're going to have to utilize the revenues and try to bring some good management, some good ideas from TVA, TVPPA, and the Public Service Commission. Whatever the
