MADISON (WKOW) — A man was arrested on Tuesday after being found sitting in his car for hours with binoculars pointed at a downtown high-rise apartment building.

The incident happened in the 800 block of East Washington Avenue, according to the Madison Police Department.

Witnesses reported to police that the man, identified as David Procknow, 63, was not authorized to be in the parking ramp where he was found. Police said Procknow had two pairs of binoculars, a camcorder, a digital camera and a cell phone, all of which were seized as evidence.

Procknow was arrested for invasion of privacy and obstructing. He was also cited for trespassing.
