Robert Adams recalled seeing what appeared to be a duffel bag sitting on top of a skid of boxes while inspecting a tractor trailer three years ago at the Blue Water Bridge.

“It was barely visible. I just saw the top of it, but it drew my attention,” he said Wednesday in a Sarnia courtroom.
