The order bans sales to those under 21 but stops short of a full ban, which police say won't solve the problem of illegal sales.

Police say many vape shops are already selling products with THC concentrations well over the legal limit.

ALLEN, Texas - Allen Police Chief Steve Dye is voicing frustration about Gov. Greg Abbott's executive order calling for regulation of THC.

He says it will allow rogue vape shops to continue to sell illegal products.
