Two weeks after surveillance cameras captured a large and rowdy crowd spilling out of bars near Towson University, the community is taking action to prevent potentially dangerous behavior on Thursday nights. County leaders say they have a plan in place now to address the matter. Baltimore County officials, police, and business leaders are focusing on crowd control along York Road near Chesapeake Avenue.
