An outside investigation into former Tigard Mayor Heidi Lueb found that she “bad mouthed” city councilors and staff and created an unprofessional work environment before resigning earlier this week.

The investigation , conducted by attorney Michael Tom, concluded that Lueb violated the city’s “respectful workplace” policy. A report, written by Tom and obtained by The Oregonian/OregonLive through a public records request, described a handful of instances where staff members alleged that Lueb bullied or lashed out against them or other employees.
