Neighbors want to know future of Rizal Park after fence abruptly put up, taken down

When a fence appeared around Dr. Jose Rizal Park in Seattle's Beacon Hill neighborhood last week, neighbors figured the city was trying the same tactic it recently used to close three parks with a history of safety issues.
