Unmarked SUV with flashing lights in Sacramento not affiliated with law enforcement, CHP says

A woman says a black SUV followed her, turning on red and blue lights and a siren, but the CHP confirms it wasn’t law enforcement. The unmarked car, an imposter, moved through traffic on Highway 50, and the driver hasn’t been found.
