(FOX40.COM) — On Sunday afternoon, a quiet Elk Grove neighborhood filled with flashing lights, sirens, and the sound of honking horns not for an emergency, but to celebrate a brave 10-year-old boy named Andrew. Andrew recently finished his battle with cancer and is now officially cancer-free. To honor his journey, a family friend reached out to the California Highway Patrol with an idea: a surprise procession to show Andrew just how many people were cheering him on.
