CLINTON HILL — FEDERAL PROSECUTORS on Monday charged Bryan Oviedo, 32, with setting fires during a pre-dawn spree on Aug. 20, including at the Church of St. Luke & St. Matthew at 520 Clinton Ave., according to a release from the Eastern District of New York. Oviedo was captured on surveillance video “carrying a trash bag, wearing a distinctive skirt, riding the G train, and walking the streets setting fires to approximately 20 buildings across the Clinton Hill and Prospect Heights neighborhoods in Brooklyn,” according to the complaint. He was arrested Saturday and appeared before United States Magistrate Robert M. Levy.
