BOISE, Idaho — Valley County commissioners officially approved a significant reduction to McCall's area of impact Thursday, ending a decades-old arrangement that allowed the mountain city to govern land outside its municipal boundaries.
The decision follows 2024 state legislation, Senate Bill 1403 , requiring counties and cities to renegotiate impact area boundaries every five years under stricter guidelines. Changes to the agreements, according to the law, need to be made before Jan. 1, 2026.
Unlike Donnelly and Cascade, which have operated almost entirely under county jurisdiction outside city limits, McCall has maintained control over its impact area for approximately 50 years, according to Sherry Maupin, chair of the Valley County Commissioners.
