The Perlman Apartments, a 6-story affordable housing complex at the northeast corner of Main Street and Broadway , won approval by the City Council Tuesday night after comments from nearly 100 people, most expressing concerns about lost views, parking, and possible danger posed by existing cell phone towers.

After a lengthy public hearing featuring 13 public speakers and 76 pre-submitted written comments, the Council voted 4-0, with Councilmember Carlos Escobedo absent, to approve the development permit for the complex.
