SACRAMENTO, Calif. —

Sacramento city officials are considering a vacancy tax on nearly 4,300 empty properties within city limits to encourage development.

The city aims to motivate property owners to develop or redevelop these vacant lots and buildings, which have become a common sight across the city.

Phil Pluckebaum, a city council member and member of the Law and Legislation Committee studying the issue, expressed concern over the appearance of these properties.

"They look terrible. We just wonder why hasn't the property owner done something with them?" he said.
