The West Covina City Council approved a third-party investigation of dueling allegations between two councilmembers at its meeting on Sept. 16.
The Tuesday meeting had included a proposed censure of Councilmember Brian Gutierrez for what Mayor Pro Tem Letty Lopez-Viado said was a pattern of harassment after Sept. 2, when she mentioned his involvement with a toy giveaway in the city in 2023, an event they collaborated on when he was a planning commissioner.
The next day, Gutierrez emailed Lopez-Viado a cease-and-desist letter claiming she was making false remarks about the event, its sponsors and his involvement with it. Lopez-Viado denies these allegations. The letter was later delivered to her home via a process server.
