MINOT, ND (KXNET) — During a marathon city council meeting discussing the FY26 budget in Minot. The Minot City Council voted not to renew membership in the North Dakota League of Cities by removing the $25,000 membership dues from their budget.

Councilman Scott Samuelson, who introduced the amendment to the city budget, took issue with a bill passed in the 2025 legislative session. The bill capped property tax increases at 3 percent. Samuelson claims the city of Minot sent a letter opposing the bill, while the League of Cities did not.

"They talk about local control, but this cap has nothing to do with local control," Samelson said. "This is the legislator putting its thumb on us."

The motion passed 4-3, which saves the city $25,000 next year.
