Sheryl Evans Davis, the San Francisco Human Rights Commission’s disgraced former executive director, engaged in “self-dealing,” knowingly violated city purchasing rules and fostered an unethical tone at her agency that led to the misuse and abuse of millions of taxpayer dollars, according to a new city report.

The 78-page audit, conducted by the Controller’s Office and City Attorney’s Office, found that during the last four years of Evans’ tenure, the Human Rights Commission made $4.6 million in payments outside of The City’s contracting system that were ineligible or likely ineligible.
