The Winnipeg Police Service Drug Enforcement Unit (DEU) says two trafficking groups have been dismantled following lengthy investigations known as Project Khallas and Project Black Dragon. Both cases targeted organized distribution of a heroin and methamphetamine mix referred to in drug circles as “Chitta.”
Police say the work was supported by the Canada Border Services Agency and received funding through the Manitoba Criminal Intelligence Centre of Manitoba Justice.
