PORT ARTHUR, Texas — City leaders in Port Arthur gathered Monday morning near the Bob Bowers Civic Center to celebrate the groundbreaking of the city’s first-ever recycling center, a project made possible by a major grant from grocery giant H-E-B.

The new drop-off facility will provide residents with access to recycling services that the community has never had before. “Today we have broken ground on the first phase of the first ever recycling drop-off center here in Port Arthur,” said Anahi Villarruel, project manager of environmental affairs at H-E-B.
