SCHENECTADY — Neighbors walking past the blue, single-story home at 821 Congress St. in Mont Pleasant might be forgiven for wondering if the house popped up overnight. Essentially, it did as part of the state’s initiative to build 200 new starter homes statewide.
A distressed home at the Congress Street site was removed, with a three-bedroom prefabricated house built at a factory in Oneida County transported and installed on the property this month as part of a pilot program collaboration between the state and the Capital Region Land Bank.
