PAOLI, Ind. — Doug Carter, who retired as Superintendent of Indiana State Police in January, has been speaking out about the closure of the Sheriff Tom Kleinhelter investigation in Dubois County since July. Carter believes the sheriff should have been charged, and believes the prosecutor did not follow standard protocol when she closed the case.
Now, after following the story for several weeks, FOCUS has obtained documents that prove some of Carter's claims.
"Something happened during that meeting --something happened prior to that meeting-- to cause them to make that decision (to close the case)," Carter said when speaking to FOCUS in early September.
