DES MOINES, Iowa (Gray Media Iowa State Capitol Bureau) -- When Iowa Department of Health of Human Services Director Kelly Garcia leaves her position next month , her successor, current Director of the Iowa Department of Inspections, Appeals and Licensing Larry Johnson, will face a host of challenges.

Under Garcia’s leadership in the department since 2019, the state has undergone a number of organizational changes and a global pandemic.
