According to CRISIL, states' social welfare expenditure has increased.

In Bihar, promises worth Rs 33,920 crores have been made to attract voters before elections. However, political parties that came to power with populist promises are facing major financial difficulties in states.

Reportedly, they cannot cut expenses like interest payments and salaries-allowances. A large portion of their earnings is going towards fulfilling election promises. As a result, the government is not able to spend funds on needs like roads, health and education.
