A new crime bill that requires stricter bond conditions and expands the range of execution methods allowed in North Carolina is heading to Gov. Josh Stein.

The bill, House Bill 307, is a legislative response to the August killing of Ukrainian refugee Iryna Zarutska on a train in Charlotte. The bill is titled Iryna’s Law.

The bill passed the N.C. House Tuesday afternoon by a vote of 82-30.

Republicans have defended the legislation as a corrective which addresses deficiencies in the criminal justice system.

The late addition of an amendment allowing new execution methods prompted backlash from Senate Democrats, many of whom walked out of the chamber in protest.

The bill ultimately passed the Senate Monday by a 28-8 vote.
