The council of the Town of Greater Napanee devoted a large part of its special session last week to grappling with some of the town’s most pressing and divisive issues: how to regulate transitional housing, the role of rooming houses, and whether the municipality’s one-year-old encampment protocol is working.
The wide-ranging discussion, held at Town Hall on the morning of Sept. 16, 2025, highlighted the challenges small municipalities face when responding to homelessness and housing shortages. Councillors pressed for clarity and accountability, while staff underscored the limits of municipal authority in areas largely controlled by the County of Lennox and Addington and provincial legislation.
