On Thursday at 4:23 a.m. a special weather statement was issued by the National Weather Service until 9 a.m. for Westmoreland Ridges and Higher Elevations of Indiana as well as Mercer, Venango, Forest, Lawrence, Butler, Clarion, Jefferson, Beaver, Allegheny, Armstrong, Washington, Westmoreland and Indiana counties.

"Patchy dense fog has developed early this morning, with visibility one-quarter of a mile or less in localized areas. Motorists should be prepared for rapidly fluctuating and locally poor visibility early this morning. Visibility will gradually improve as fog lifts by mid-morning.," adds the weather service.
