Chemetria “Sam” Spencer, 57, came to Alaska 28 years ago as an Engineer Officer in the U.S. Army at Fort Wainwright. She is a mother of three children who attended Fairbanks North Star Borough public schools and a wife to a ROTC Recruiter at the University of Alaska Fairbanks.

Spencer has more than 30 years of leadership experience, including over 20 years in project, contract, and construction management, and 17 years in Alaska’s oil and gas industry. Spencer holds a B.S., M.S. in business ethics & compliance, and a doctorate in business administration in global business & leadership. She volunteers for classroom enrichment activities, back-to-school drives and providing meals for people in need.
